The Consumer Assurance Program (CAP) was developed exclusively for members of the York County Builders Association to promote quality workmanship and high ethical standards. The CAP establishes minimum performance standards by addressing the most commonly cited problems arising in new construction and publishing them in our Industry Standards Manual. The Manual establishes acceptable tolerances and explains when corrective action is expected from the contractor. The Manual assists the consumer in understanding the construction process, and helps one to determine the validity of any question regarding workmanship. A complaint review process is provided by which the association seeks to assist in resolving disputes between a customer and his/her contractor. Specific criteria must be met in order for the association to address a complaint:
Every member of the York County Builders Association pledges to meet or exceed the set of minimum performance standards as established in our Industry Standards Manual. The Code of Ethics also requires the member to abide by any findings should the complaint eventuate into an on-site inspection. The association cannot guarantee the cooperation of every member, thus a disciplinary procedure is provided in the CAP. However, the CAP does provide a source of assurance to the consumer when he/she hires a member of the York County Builders Association.
