PBA testifies during Chesapeake Bay hearing

PBA testified about the Chesapeake Bay Tributary Strategy during a March 25 hearing of the House Republican policy committee at Juniata College, Huntingdon. The hearing was co-chaired by Rep. Mike Turzai, R-Allegheny, and Rep. Mike Fleck, R-Huntingdon. It featured testimony from the state Department of Environmental Protection, municipal officials representing Pennsylvania communities in the bay watershed, and other bay stakeholder groups. Grant Gulibon, PBA’s regulatory specialist, testified on the need to improve the functionality and viability of the nutrient credit trading program designed and implemented by the state Department of Environmental Protection. He said the estimated $1 billion expected to be spent on sewage treatment plant upgrades would reduce the total nutrient load to the bay by a very small fraction, since the percentage of total nutrients going into the bay from Pennsylvania treatment plants is dwarfed by the nutrient load delivered by agriculture and forests. PBA’s testimony also noted that a better use of such funding would be to target efforts to clean up the primary sources of nutrient pollution — mainly farmlands in south-central Pennsylvania.
